The Health Benefit Trust offers health plans with generous benefits. No matter which plan you select, you are encouraged to use providers in the MedCost network for health services for yourself and your family. With in-network providers, you’ll pay less for care thanks to lower co-pays, deductibles and out-of-pocket maximums.
Seeing a primary care provider for annual physicals and wellness visits often results in lasting positive effects on health. There is no out-of-pocket cost to members for these visits. If you do not have a primary care provider currently, we encourage you to find one and schedule your annual physical soon.

NCLM’s Health Benefits Trust is designed for local governments, by local governments. This self-insured, member-governed health insurance goes above and beyond for its members, and offers benefits to meet the specific needs of cities, towns, counties and other governing bodies.
The Health Benefits Trust was established in 1983 by the North Carolina League of Municipalities as an alternative method of offering health, dental, life, and disability group benefits to NC communities. It provides employer group benefits (paid by the employer) for North Carolina local governments. Each employer group is fully insured.
